As reported by Censor.NET citing RIA Novosti, Russian Transport Minister Maxim Sokolov told a briefing on Monday.
"The government commission's task is not to establish the causes of the disaster, of the accident. But I want to say that we need to understand what actually happened to the aircraft to organize our work. As far as we know, the terrorist attack is not among the basic versions, so we believe that the disaster could be caused either by poor technical condition or crew error," Sokolov said.
He said the team of investigators and special technical commission of the Defense Ministry was probing into the air crash.
According to Sokolov, the government commission he heads is engaged in the damage control and communication with the victims' relatives.
