"This is a jump to the future for the OSCE. There hasn't been anything of the kind in OSCE history so far. The OSCE is in quite a serious crisis, as the OSCE's work is being blocked by such countries as Russia, and it's doing this absolutely deliberately and in all areas, such as human rights, security, and so on. In addition, this is a logistical and a financial challenge for the OSCE," Klimkin said in an interview with Interfax-Ukraine.

"The SMM's [the OSCE Special Monitoring Mission] budget has nearly equaled the budget of the entire OSCE. Therefore, we should understand how this all will be functioning," Klimkin said.

The engagement of UN resources could be among possible options to settle the financial aspect of the matter, Klimkin said. "We are negotiating the possibility that the OSCE could use the UN's resources. I've talked about this with newly-elected UN Secretary-General Guterres, and I've also asked him to talk on the matter with all other key UN players so that the OSCE could draw on UN resources," he said.

The deployment of an OSCE armed mission has been routinely blocked by Russia, Klimkin said. "I've raised this issue in discussions with everyone. But for this mission to exist, we need Russia's decision, as its blockage by Russia is the only thing that is hampering us," Klimkin said.
