"The second round will take place in at least 27 cities of Ukraine Nov. 15," Committee of Voters of Ukraine Head Oleksii Koshel said at a press conference in Kyiv.
He said that this number includes 18 regional centers as well. According to him, the elections were recognized as valid in four cities after the first round as one of the candidates had won "50 percent plus one vote" there. "They are Kharkiv, Odesa, Lysychansk, and Ternopil," Oleksii Koshel said.
According to him, the situation may be complicated in the cities where the difference between the voter bases of the candidates remains small. "This means that there will be strong competition for winning of votes with the use the full range of voting technologies, including the illegal ones," Oleksii Koshel said.
He also said that according to estimates by the Committee of Voters, the difference between the candidates, who had taken the first and second places, was preliminary less than three percent of the votes in five cities: Khmelnytskyi, Ivano-Frankivsk, Zhytomyr, Chernihiv, and Poltava. According to Oleksii Koshel, it also showed that there will be competition between them and the use of voting technologies, including the illegal ones, during their fight for votes.
Besides, he said that the Committee of Voters expected fewer problems with the ballot papers for the second round in theory comparing to the first round. "I think that the attention should be drawn to the quality of the bulletins itself, so that there will be no technical mistakes and it won't raise problems," Oleksii Koshel said.
He added that the Committee of Voters expected less rigging and violations associated with printing of the ballots during the second round of local elections. He stressed that there were two and a half weeks left to the second round, which would suffice to order manufacture of ballots at 'Pressa Ukrainy' SE for the cities with strong competition. "We have enough time to produce voting papers with a system of protection at the state enterprise so that both the society and the participants of the electoral process will have no distrust to the issues related with the printing of ballots," Committee of Voters of Ukraine head said.
He added that the turnout raising and lowering technology would likely be used in a number of cities.
