As reported by Censor.NET, this was announced by the Ministry of Transport of the Russian Federation to RIA Novosti.

According to the statement, pursuant to the order of the Prime Minister of Russia Dmitry Medvedev, Russia's Transport Ministry has instructed the Federal Air Transport Agency to notify Ukrainian airlines performing or planning to perform flights to Russian destinations of closing Russian airspace effective Oct. 25.

The ministry noted that "the measure is intended to be a reprisal to the notification by the State Aviation Service of Ukraine which unilaterally, in violation of existing rules and regulations on air traffic, notified a number of Russian air carriers on Sept. 28 that from the start of the winter navigation, namely Oct. 25, it bans air flights from Russia to Ukraine."
