The document reads that the Russian threat and other changes in external and internal security of Ukraine necessitated the creation of a new system of national security.
According to the Strategy, the main directions of the state policy in this field are restoration of the territorial integrity within the internationally recognized borders of Ukraine, creation of effective security and defense sector, and improvement of the country's defense, including through deepening the military-industrial and military-technical cooperation with NATO and the EU member states and achievement of complete independence from Russia in matters of arms and military equipment production. The document also provides for reform and development of intelligence, counter-intelligence and law enforcement agencies, public administration reform and a new quality of anti-corruption policy.
One of the main goals of the Strategy is to ensure integration of Ukraine into the European Union and creation of conditions for joining NATO. The document notes that the EU Association Agreement defines strategic guidelines for the system of political and socioeconomic reforms in Ukraine, and cooperation with the Alliance promotes the establishment of democratic values in Ukraine, formation of a stable security environment, and is an important tool to support the reforms, particularly in the security and defense sector, as well as providing joint counteraction to modern challenges and security threats.
The document also provides for national security in foreign policy, economic and energy security, cyber security, the security of information resources and infrastructure.
In addition, the decision of the National Security Council of May 6 called the work of the Defense Ministry Defense in organization of an integrated inspection of the security and defense sector of Ukraine insufficiently effective.
The Security Council instructed the Cabinet to complete the implementation of measures of the integrated inspection of security and defense sector of Ukraine before May 30, 2015; within one month to develop and submit comprehensive proposals for reform of the security sector and defense of Ukraine to the National Security Council.
The Government was also tasked with ensuring public involvement in the preparation of draft policy documents on the reform of the armed forces of Ukraine, other military forces and law enforcement agencies of the state formed under the laws of Ukraine.
In addition, the Cabinet will have until June 25, 2015 to ensure the preparation of a draft concept of the State special defense program for the development of weapons and military equipment in 2016-2020. It is also necessary to approve the of Ukraine's new Marine Doctrine within three months.
