"We cannot and will not lift the sanctions that expire in July or September until the demands of the Minsk agreement have been fulfilled. That would be wrong," she told the Bundestag lower house of parliament, Reuters reports.
She also said that the goal of the EU's eastern partnership is to improve the standard of living for people there, it is not about EU or NATO membership for those countries.
The Eastern Partnership is an initiative of the European Union governing its relationship with Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine.
Angela Merkel held a telephone conversation with U.S. President Barack Obama during which the leaders of both countries came to the conclusion that sanctions against Russia should not be lifted until full implementation of the cease-fire agreement in Ukraine.
