The decision was voted for by 265 deputies with 226 required, RBC-Ukraine reports.
Representative of the president in the parliament, Poroshenko Bloc MP Stepan Kubiv stted that the adoption of the law is due to the need for democratic and free elections, and as a consequence of the establishment of order in the uncontrolled territories of the Donbas.
"To this end, there is a need to clarify certain provisions, namely Art. 2-9 of the law it provided that the special order of the local government shall enter into force on the date of entry into force of office of elected local governments. It is also proposed to hold such special elections with consideration of international democratic standards. It is planned to be implemented by attracting international observers to the electoral process. This will make it impossible for illegal armed groups to participate in the process. The new elected government should be legitimate and democratically elected ... The right of the right of freedom of choice is provided by the resumption of Ukrainian TV and radio broadcasting and Ukrainian print media access, among other things" Kubiv said.
Thus, the law amends law # 1680-VII "On special order of local government in certain areas of the Donetsk and Luhansk regions," according to which, the special status, will only be provided to the areas of Donbas controlled by the militants after the local elections under the Ukrainian legislation.
"Under this law a special order of the local authorities in certain areas of the Donetsk and Luhansk regions is realized exclusively by local governments, elected by special elections scheduled and conducted in accordance with the Constitution of Ukraine, this and other laws of Ukraine," the law reads.
It is also noted, that local elections in these areas must strictly comply with OSCE standards for democratic elections.
