The further implementation of the Stand-By Arrangement for Ukraine, including the allocation of subsequent tranches, will depend on whether Kyiv implements reforms, fulfills its commitments and meets other goals set out in the memorandum under the SBA, according to IMF European Department Director Alfred Kammer.
He said this on Wednesday in response to a question from an Ukrinform correspondent. "We have been working very closely with the [Ukrainian] government over the last few months in terms of implementing reforms but also with regard to their commitments on the Memorandum and achieving the objectives, which we have established in the program. We are working closely together with them in terms of implementing and maintaining these commitments. And this engagement is going to continue," Kammer said. Thus, he responded to the request to comment on the possibility of Ukraine receiving the next tranches from the IMF by the end of this year. According to Kammer, the IMF is aware that the Stand-By Arrangement is aimed at supporting macroeconomic stability in Ukraine, responding to the corona crisis, and also supporting "the number of reforms to be undertaken over this 18-month period." The IMF Executive Board approved an 18-month $5 billion Stand-By Arrangement for Ukraine on June 9, 2020. The approval of the SBA enabled the immediate disbursement of about $2.1 billion. Policies under the new arrangement will focus on four priorities: (mitigating the economic impact of the crisis, including by supporting households and businesses; ensuring continued central bank independence and a flexible exchange rate; safeguarding financial stability while recovering the costs from bank resolutions; and moving forward with key governance and anti-corruption measures to preserve and deepen recent gains.
