This is stated in a press release posted on website of the European External Action Service.
“The public administration reform is one of the key reforms carried out by Ukraine, and the EU continues to support these efforts by sharing knowledge, best practices and providing substantial financial support. Now more than ever, it is important to ensure respect for the core principles of public governance, accountability and transparency in order to nurture the confidence of citizens and business in state institutions and thus help faster recovery from the severe health and economic crises,” said Ambassador Matti Maasikas, Head of the EU Delegation to Ukraine.
To get the budget support funds from the EU, Ukraine needed to make progress in public administration reform (PAR), in particular improve and further digitalise the inter-connectivity of state registries and public services (e-Health, civil status registry, etc) and continue renewal of the personnel and human resource (HR) management in government institutions (e.g. introduction of HR information system). Still, the EU keeps monitoring the credibility of the latest legislative changes in the area and transparency of simplified recruitment of civil servants amid the current crisis.
In total, the EU has assigned EUR 90 mln for 2016-2021 budget support for public administration reform.
