PayPal international payment system does not operate in Ukraine yet as it sees no prospects.
"The dialogue is ongoing. The problem is not that someone forbids PayPal from working here. The problem is that they are not interested in Ukraine as a market," Minister of the Cabinet of Ministers of Ukraine Dmytro Dubilet said in an interview with Hromadske - Ukrinform. According to Dubilet, Ukrainian regulation and legislation currently pose no obstacles to PayPal. "Apparently, they [PayPal] just do not see enough potential," Dubilet said. The minister added that Ukraine needed to economic growth to become "attractive" to PayPal. Dubilet also believes that PayPal will eventually work in Ukraine. PayPal Holdings Inc. is an American company operating a worldwide online payments system that supports online money transfers and serves as an electronic alternative to traditional paper methods like checks and money orders. The company operates as a payment processor for online vendors, auction sites, and many other commercial users, for which it charges a fee in exchange for benefits such as one-click transactions and password memory.
