The World Banks has made a statement on the wholesale electricity market in Ukraine, in particular, it recommends Ukraine to reschedule the launch of the new electricity market for October 1, 2019.
The World Bank in Ukraine posted a relevant statement on its Facebook page on May 28 - Ukrinform “However, there are still important elements of the regulatory framework and necessary IT systems which are not ready for the market opening on July 1, 2019. A premature launch of the new electricity market before the necessary regulatory and technical means are in place could jeopardize proper market functioning and increase risks to all market participants. Furthermore, given the current political circumstances, including the upcoming parliamentary elections in July 2019, any difficulties in the power market operation during this period could backfire and be used to discredit the reform process. Therefore, we recommend rescheduling the launch of the new electricity market for October 1, 2019, as also proposed by the Energy Committee of Verkhovna Rada,” reads the statement. At the same time, the World Bank stated it strongly supports the Law of Ukraine "On the Electricity Market” (2017) aiming to introduce competition in the electricity market in line with the EU 3rd Energy Package and commitments under the Energy Community Treaty. “Since the adoption of this Law, we have provided financial and technical assistance to key market entities, including Ukrenergo and Energorinok, as well as to the Government and NEURC, to prepare for the market opening on July 1, 2019, as stipulated by the Law. During this period a significant amount of work has been accomplished, including development and adoption of dozens of regulations required for the market implementation,” reads the statement. As Ukrinform reported, according to the Law of Ukraine "On the Electricity Market," the new electricity market should be launched in Ukraine on July 1, 2019. SE NEC Ukrenergo is preparing for the launch of the electricity market from July 1, although there may be delays, Ukrenergo CEO Vsevolod Kovalchuk stated in the middle of May. He said he did not rule out a short-term delay for two or three months or even postponement until 2020. In late April, Andriy Herus, an adviser to President Volodymyr Zelensky on the issues of energy, housing and utility services stated that the launch of the new electricity market should be postponed for one year - from July 1, 2019 to July 1, 2020 - due to unresolved problems, such as a significant increase in cross-subsidies and debts in the market. другие новости
