The Verkhovna Rada, Ukraine's parliament, has passed a law introducing amendments to certain legislative acts of Ukraine regarding the creation of economic conditions for strengthening the protection of the child's right to proper keeping.
A total of 230 MPs voted for a respective bill, No. 8296, as a whole on Tuesday, according to an Ukrinform correspondent. The explanatory note to the document says the purpose of the law is to create economic conditions for further improvement of the mechanism for ensuring the constitutional right of children to a sufficient standard of living and better financial condition of children in cases when parents did not agree on how to keep children, and this way of keeping a child is decided by the court. "Preventing the alienation of property by a debtor included in the single register of debtors and introducing an automated freeze on the debtor's alimony funds will create economic preconditions for repayment of the debt on child support alimony and improve the financial condition of children who receive alimony," the authors of the document say. The document, in particular, improves the clauses of certain legislative acts in order to prevent the sale of property by a debtor entered into the single register of debtors, in particular, in enforcement proceedings for the recovery of alimony if relevant payments were not paid for more than three months. The law also tightens liability for non-payment of alimony.
